75 persons without ILP deported

ITANAGAR, May 20: Continuing its special drive against violators of Inner Line Permit (ILP) regulation, district administration and police today deported a total of 73 persons from Itanagar (50) and Naharlagun (25) for not possessing ILPs.

The persons found without ILP have been produced before magistrate and later deported them from capital complex through Banderdewa Check Gate, informed City SP Seju P. Kuruvilla.

 

‘Student stipend sanctioned’

ITANAGAR, May 20: The Directorate of Higher and Technical Education has taken initiative to help the student community of the state as a whole by introducing the online application system for the stipend from the session 2013-14. In spite of large number of errors committed by the applicants while filling the online application forms, necessary measures were taken to ensure the disbursement of stipend to the beneficiaries. Accordingly, stipend of students studying in and outside the State was sanctioned, said an official release from the directorate of H&TE while reacting to the news item under the headlines “Students appeal for releasing stipend”, published in today’s edition of this daily. The release further clarified that the Demand Drafts in favour of the respective institutions have since been dispatched from the Directorate for disbursement to the beneficiaries. Most of the students have thus received the stipend.

“However, due to the errors as mentioned above or incomplete submission of the application, some applications have been kept pending. As soon as the applicants meet up the shortcomings and fund for the stipend for the Financial Year 2014-15 are received, the stipend shall be released on priority.”

Further, the students who want clarification regarding the status of their application for stipend, may mail their grievances to dhearunachal@rediffmail.com citing the details of their name, name & address of institution,  course of study and designation of the authority of the institution in whose name Demand Draft is to be prepared, the release added.

 

Tuting cut off

YINGKIONG, May 20: Tuting the remote Sub-Division Hq of Upper Siang district has been cut off from rest of the district due to road blockade occurred in between Moying and Tuting at few points caused by incessant rain during the last few weeks, according to the GREF source. However, the road link would be restored within 3 to 4 days depending on weather condition, source added.  DIPRO

 

ADC/SDO designated as DGROs

ITANAGAR, May 20: According to an official statement from Food & Civil Supplies Department, the nodal department of National Food Security Act, 2013, all additional deputy commissioners/SDOs Sadar of the district headquarters have been designated as the district Grievance Redressal Officers’ (DGROs) and eldest women of the family as head of the household for the purpose of Ration Card under Targeted Public Distribution System in place of male member of the family under NFSA, 2013.

 

NSCN (K) cadre arrested at Changlang

CHANGLANG, May 20: 4 Assam Rifles and Changlang Police in a joint operation arrested one NSCN(K) cadre in Changlang township area yesterday. The arrested female cadre Likjong Mandak of Songkhuhavi village, Khimiyang area of Changlang district, is holding the rank of SS-Private.

She was arrested at 1-Mile-Laktong area of Changlang township where she was found collecting information about movement of security forces and collecting extortion money. The said female cadre had in fact got training in one of the training camps of UG group NSCN-K across the border in 2010.  As per the Superintendent of Police, Changlang Vijay Kumar, a regular criminal case has been registered at Changlang PS against the said cadre and her police custody is being sought for further interrogation. During interrogation of said cadre, so far, it has been revealed that female cadres also are being trained by UG groups for the purposes of conducting recce and collecting information of movement of security forces. Cong delegation of capital meets CM

ITANAGAR, May 20: A team consisting of 13th Itanagar assembly constituency MLA Techi Kaso, Chief Councilor Higio Aruni, Taba Tara Election Agent, councillors, elected Panchayat leaders, senior citizens and Congress party workers called on Chief Minister Nabam Tuki. The team demanded extra financial developmental package separately for rural and urban areas of 13th Itanagar in every financial year beside normal fund.

CM assured to look into the matter after the formation of the government by saying it is his prerogative agenda to develop capital city and adjacent rural areas.

 

Irregular supply of PDS items resented

ITANAGAR, May 20: East Kameng District Wholesale Nominee cum Carriage Contractor has claimed lapse in supply of huge quantity of PDS items, especially rice, at FSD/FCI, Seppa since January this year.

The lapse is due to non-supply of PDS item by the carriage contractor from FCI, Nagaon in Assam, the Wholesale Nominee cum Carriage Contractor, in a letter to the East Kameng Deputy Commissioner said.

Giving detailed account of the lapsed PDS food grain (rice) under APL since January, 2014, the Wholesale Nominee cum Carriage Contractor has urged the DC to inquire into the cause of lapse and to take necessary initiative to ensure regular supply of PDS items.

It said that the district is facing an acute shortage of rice since January due to irregular supply of food grain and the situation may worsen further during the rainy season.

 

Silver medal awarded to R K Sharma

ITANAGAR, May 20: The President of India awarded the prestigious Silver Medal to R K Sharma, APCS, presently posted as Joint Secretary (Home) adjudging him as the "Best Principle Census Operation during the census – 2011”. The officer had functioned as Principle Census Officer / Deputy Commissioner of Lohit district Arunachal Pradesh.

The certificate of merit and Silver Medal was handed over to the officer by Dharmendra Sharma, Principal Secretary (Home) in presence of Bharati Chanda, Joint Director, Census Operations, Sonam Chombay, Secretary (Planning, Economics & Statistics), GoAP and other officers.

It is worth mentioning here that, it has been tradition of the Registrar General, Census Operations to award certificate of merit and medals to the officials performing outstandingly during the Census Operations, as per press release by Principal Secretary (Home).

 

New Daporijo MLA accorded warm welcome

ITANAGAR, May 20: Office bearers of Arunachal Pradesh Youth Congress (APYC) today accorded rousing welcome to newly elected MLA Dekto Yekar from Daporijo Assembly Constituency, who is also the President of Lok Sabha Youth Congress (LYC) Arunachal Pradesh Western Parliament.

Training for census on tiger population held

ITANAGAR, May 20: The basic concept of estimation, monitoring of tiger, co-predator, prey and their habitats were taught to the forest officers and field staff in a training programme organized in the office of the Chief Conservator of Forests, Southern Arunachal Circle, Deomali recently.

The training was organized in compliance with the directive of NTCA to conduct census on tiger population in view of the looming threat to the big cat due to reducing habitats all over the country.

The training attended by DFOs, Range Forest Officers, Deputy FR and Foresters from all the five divisions of the circle including the officers from Namdapha Tiger Project consisted of two sessions -- technical and practical, where the forest officers and frontline staff of Southern Arunachal circle were trained on tracking of tigers through GPS, its use, installation and laying of camera trap, recording procedure of tiger sign, ungulate pellets group sampling, etc.

The training was imparted by Rajarshi Chakraborty and Pallabi Chakraborty from WWF-India under the chairmanship of SJ Jongsam, Chief Conservator of Forests, Southern Arunachal Circle, Deomali.

 

Rio congrats Tuki

ITANAGAR, May 20: Nagaland Chief Minister and chief convener of North East Regional Political Front (NERPF) Neiphiu Rio has congratulated Nabam Tuki on his taking oath as chief minister of Arunachal Pradesh for second consecutive term.

Rio has also congratulated all the elected PPA and BJP MLAs and two 2 Members of Parliament from the state.

ITANAGAR, May 20: All Arunachal Pradesh Sarva Shiksha Abhiyan Assistant Teachers Association (CEC) today appealed to Chief Minister Nabam Tuki to appoint an efficient person in the post of Education Minister. In its representation submitted to the chief minister, the association opined that education department needs efficient and educated person to run the department saying that education department is the one of key department in the state. The association further stated that many things are yet to be achieved.

People of Pangin punish the trouble-makers, extend cooperation in highway construction

ITANAGAR, May 20: Setting an important example of how to support developmental activities, the people of Pangin area under East Siang district recently gave punishment to two youths who had beaten up General Manager of T K Engineering Company on April 7. The said company is engaged in construction of Pangin to Pasighat section of Trans Arunachal highway. As per the report on April 7, the two youths namely Tarung Darang of Kallek village and Takar Taku of Rottung village physically assaulted GM of T K Engineering Company at Pangin over petty issue.

As a result of this incident all the employees of company fled from site and work remain halted. This not only caused loss to the company but also became obstacle in construction of Trans-Arunachal highway. However with the initiative of EAC Pangin and local PRI leaders on May 7 a meeting was held at community hall Pangin to discuss the burning problem. The meeting was attended by EAC Pangin, PRI leaders of Rotgong and Nugong Banggo, circle officer, the officials of highway department, director and PRO of TK Engineering Company. After threadbare discussion, the village elders imposed fine of Rs 25000 against Tarung Darang and Rs 5000 against Takar Taku for their misdeeds. Darang was also ordered to bear medical expense of the GM, whom he caused grievous injury. Takar Taku was punished for spitting on site engineer of the company. It is reported that both of them accepted the decision of village elders and apologized for the act. Also during the day, a committee headed by PRI leaders of Rotgong and Nugong Banggo were formed to ensure that construction activity of Trans-Arunachal highway is not affected in anyway. The committee was empowered to report to the EAC if any problem cropped in execution of highway.

The step taken by PRI leaders of Pangin should be an example for the rest of the Arunachal to follow. They have decided to punish their own youths for hampering developmental activities, which deserves round of applause.

Meanwhile TK Engineering Company has appealed to the people of state to support their effort to complete work at the earliest and stated that without public support this task is not possible.

 

 

AITF opposes any move for Rio’s ministerial berth in central Govt

ITANAGAR, May 20: Reacting to media indication that NPF MP elect Neiphiu Rio can be inducted as a minister in the union council of ministers, the Arunachal Indigenous Tribes Forum (AITF) has expressed its strong opposition to any kind of such move due to Naga People’s Front (NPF)’s alleged clandestine agenda against Arunachal Pradesh. Chief Minister of Nagaland Rio emerged victorious for the lone Lok Sabha seat on NPF ticket.

Resenting the authorization of Naga People’s Front (NPF) to participate in the recently concluded simultaneous elections in Arunachal Pradesh despite submission of representations to the President of India, the Prime Minister and the Ministry of Home Affairs through the Governor of Arunachal Pradesh and the Election Commission of India through the Chief Electoral Officer, Arunachal Pradesh to debar the Naga political party, AITF claimed that the aims and objectives of the NPF is to work for the interest of the Nagas only whereas the Arunachalees have never been a part of Nagas.

According to AITF the main agenda under Article-II of the constitution of NPF is to integrate the Naga inhabited areas under one administrative roof in the name of ‘Greater Nagalim’ which is extended to Arunachal Pradesh which cannot be accepted by the indigenous people of Arunachal Pradesh.

“Such a clandestine move has been spearheaded under the NPF leadership, particularly, the former Chief Minister of Nagaland Rio, who has been elected as the member of parliament in the recently concluded general election,” the release said. “If Rio is inducted in the ministry, it will be tantamount to arming him with powerful arms which will never be in the interest of peaceful co-existence of North East Region particularly, Arunachal Pradesh.” It is also apprehended that his induction into the Union Ministry will help him propagate the hidden agenda of ‘Greater Nagalim’ posing threat to the territorial integrity of North East India including Arunachal Pradesh.

AITF said the patriotic Indian citizen of Arunachal Pradesh would never allow extension of ‘Nagalim’ to Arunachal Pradesh.

 

 

ACR, ACS hail CM for passing Lokayukta Bill

ITANAGAR, May 20: Describing the Lokayukta Bill cleared by Chief Minister Nabam Tuki soon after he took the oath as chief minister for second term, Arunachal Citizens Right (ACR) said the bill, which will now become a law, will ensure transparent governance and empower the people to check corruption.

“The gesture of the newly elected Chief Minister has boosted the confidence of the civil society and we expect that all the promises made during the election will be fulfilled in the near future,” ACR said in a release. ACR also praised the Election Commission of India for conducting simultaneous polls in the state successfully. For the first time in history of Arunachal Pradesh, the ECI strictly monitored the whole process of electioneering and prevented to a large extent flow of huge money and alcoholic beverages.

ACR hoped that the new government will take into confidence all elected representatives, irrespective of party affiliations, and take Arunachal Pradesh on the development path through concerted efforts.

At the same time, ACR hoped the BJP, which will form the Government at the Center, with eleven legislators will play the perfect role of a constructive opposition in the state.

Arunachal Civil Society (ACS) has also welcomed the vital decision of the Chief Minister to approve the Lokayukta Bill in the state.

Team ACS hoped introduction of Lokayukta will surely act as a watchdog to root out corruption and other wrong doings from the society.

ACS urged the Chief Minister and other concern authority to immediately implement the Act for the welfare of the society.

 

 

ACCI writes to SERC to reduce tariff

ITANAGAR, May 20: The Arunachal Chamber of Commerce & Industries (ACCI) has expressed strong objection to the power department’s not making optimal use of the state’s own hydropower stations but purchasing power from outside at the cost of the state exchequer, and then passing the cost of the purchase on to its consumers.

In a representation to the State Electricity Regulatory Commission (SERC) secretary, the ACCI sought clarification in the matter, and urged the secretary to direct the department to ‘optimize the use of domestic resources, reduce the cost of power purchase, and increase revenue through sale of surplus power available from our share of the central sector power projects.’

Referring to the department’s petition for annual revenue requirement and tariff proposal for the 2014-15 period, the ACCI noted that its transmission and distribution losses for 2012-’13 was ‘abnormally high’ at 60.4.%. It said the status reflected the department’s inefficiency to reduce the losses ‘and the same has been passed on to poor, hapless, honest consumers who have been penalized.’

It urged the North Eastern Regional Load Despatch Centre, which restricts power drawal during the lean season, to direct the Power department here to enter into banking arrangements for the surplus power available during the high hydro season (April-September) with other power-starved states, ‘so that the power so banked can be bartered during the lean season.’

The department’s proposal for purchase of power is also not justified, it said, adding that the power purchased during 2012-13 was less than the cost of the power purchased during 2011-12.

‘The saving on account of this is Rs 33.60 crore. The benefit of saving should have been passed on to the consumers, but the department and the commission both did not propose it, and instead hiked the tariff for the following years,’ it said.

The ACCI also urged the secretary to reduce the tariff on electricity surcharge and minimum charges, saying they are unreasonably exorbitant.

 

 

Public leader demands inquiry into implementation of PMGSY schemes at Bameng

ITANAGAR, May 20: Alleging embezzlement of fund meant for construction of rural roads under Pradhan Mantri Gram Sadak Yojana (PMGSY) in Bameng constituency by the local MLA in connivance with contractors/ executing agencies, public leader of Bameng area Vijay Sonam, on behalf of the people of the area has urged the Chief Secretary to conduct a thorough inquiry into implementation of the projects in Bameng Assembly Constituency of East Kameng district by a Special Investigation Team.

Sonam, in a representation to the chief secretary, on behalf of the people of the area, alleged that a large number of PMGSY projects have been implemented or being implemented over the last few years in Bameng assembly constituency and huge amount of funds spent against those projects; but in paper only. Not much headway has been made on the ground.

According him, the projects have not been implemented as per the Detail Project Report (DPR) while the alignments of the road were made as per the convenience of the JCB and bulldozer drivers and the contractors. Most of the roads already completed are unworthy of plying of vehicles. The villagers, for whom the roads were meant for are still marching on foot to reach the destination.

“There is hardly any culvert, retaining wall and side drain etc. to protect the roads. The amount earmarked for such works have been intelligently siphoned off,” it alleged.

“No competitive bidding was allowed deliberately, and wherever bidding was made, the other party was forced to back off due to influence of the MLA of the constituency. This has been done purportedly to fulfill the interest of the contractors and the MLA.”

“The Stage-11 projects works like soiling /metaling etc. have not been done but payment has been made in advance for the ongoing projects without proper implementation those projects, it said and urged the CS to intervene and withhold payment against all the ongoing PMGSY projects in the constituency in the interest of the public.

It further alleged duplicity of centrally sponsored scheme like NLCPR. CRF. RIDF.SPA etc. in Bameng Assembly Constituency and misutlization of fund and demanded the Chief Secretary to conduct inquiry by an independent body into the reported disproportionate assets owned by the MLA of Bameng Assembly Constituency (2004-2014).

 

 

Delay in installation of weighbridge at Ruksin BFC causes concern

RUKSIN, May 20: In an efforts to check revenue pilferage in the Border Facilitation Centre (BFC)s of the state, the government has sanctioned an amount of Rs 65 lakh under Special Plan Assistance (SPA) - 2011-12 for installation of an electronic weighbridge at Ruksin, which is delaying due to alleged negligence of the contractor concerned.

Officials in Pasighat division of Water Resource Department, which is the implementing agency of the project, informed that the contract work for installation of the Weighbridge has been allotted to a local contractor, but he is delaying the work on pretext of some disadvantages.

The effort to check revenue pilferage in the export and import trading items pass through the inter-state check gates was initiated by Nabam Tuki-led state government. The chief minister was very much concern over lose of huge amount of revenue due to tax evasion through un-declaration of goods by transporters in 17 Border Facilitation Counters (BFCs) at different locations. The higher ups of the tax department feel that tax evasion has always been a serious issue and it cannot be detected without the help of specific machines to monitor or ascertain the actual weight of the goods.

Officials informed that the government earlier too, had sanctioned an amount of Rs 27 lakh for installation of another weighbridge at Ruksin BFC, (same location) located at Assam-Arunachal border here. But the work executed by Rural Work Department is yet to complete. The entire official works of Tax & Excise department in the sub-division has been conducted at the BFC, but the authority is not paying keen attention for its infrastructure development. The officials concerned, however, reluctant to disclose about fund released against the weighbridge schemes.

It is pertaining to mention that Ruksin sub-division in East Siang district is an important entry point and known as second gateway of the hilly state. Though the area is not industry-friendly so far, yet Ruksin BFC has reportedly collecting good chunk of revenue deposit under tax and excise department besides tax collected from trading articles. Officials claimed that revenue collection from excise duty, good tax, Value Added Tax (VAT) on inter-state export and import articles is showing an increasing trend for the last three years.

 

 

Coordination meeting on implementation of CM’s health insurance scheme held

SEPPA, May 20: A co-ordination meeting related to implementation of Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (APCMUHIS) in East Kameng was held at DC’s chamber here yesterday. The meeting presided over by the DC Sandeep Kumar Singh was attended by the outpost administrative officers and Block Development officers.

DC Sandeep Kumar Singh while wrapping up the resolution of the meeting directed the administrative officers and BDOs to prepare modified data of the household list of their respective jurisdiction in consultation with PRI members. He suggested that the household list should be at par with the census list having minor variations if any and to prepare actual list without duplicacy. The family list/ households shall be made public giving specific time for claims and objections, he said

Dr. G Geiyi, DMO briefed about the criteria and guidelines APCMUHIS and stressed on urgent need for registration drives for smart card to avail financial protection for treatment in recognized hospital. He informed that new India Company shall carry out the registration & photography drives of beneficiaries.

Dr. Kopi Gyadi said that the process of the scheme is cashless which will be facilitated through smart card and the treatment shall be borne by the Govt. up to 2 lakh annually. DIPRO

Appeal CM and MPs to intervene

Dear Editor,

In the recently conducted interview for Assistant Engineering under Prasar Bharati, no single Arunachalee was selected (total post were 157 for the north –east, 47 for ST). In fact except five candidates from Assam all the post for North –east were filled up by the outsider. Even ST quotas have also been filled up by the ST of outsiders. It is ok in this case, as barring those five candidates, no local candidate from North –east could qualify for interview.

But it should not happen in the case those 12 Arunachalee candidates who attended interview for the post of Transmission executive and program executive under Prasar Bharati in the month of April 2014. As I mentioned earlier total post of Transmission executive for Arunachal is 11 (7 for ST and 4 UR (unreserved)) and few post of Program Executive. I would also like to mention here once again that for above mentioned post no single Non-APST from the state could reach upto viva-voice. So, those UR post should also be filled from those Arunachalee, who made up to the interview. General candidates from outside must not be appointed in the post notified for Arunachal Pradesh in UR post , at any cost. Otherwise it would be injustice to those 12 local youths.

Our honorable chief minister shri Nabum Tuki has been promising and emphasizing on creation of more job opportunities for the youth. If he is really serious about his promise, he should initiate step for the absorption of those 12 candidates selected for interview in the post of Transmission executive and program executive in Prasar Bharati.

Once again I appeal to our 3 Honorable MPs and Honorable chief minister to impress upon to Prasar Bharati to observe all those 12 youths in Prasar Bahrati. Your little appeal or request to Prasar Bharati will help a lot to those 12 youths.

We have high hopes on your leadership. We hope you will connect all our villages with roads, all villages would have schools, PHCs, CHCs, safe drinking water facilities etc. Our young graduates have pinned their hopes on you. They anticipate that you would create job opportunities; young entrepreneurs have dreams flying high upon your leadership. Veteran leaders of the area have chosen you to cherish their long pending dreams. Mr. MLA you have a huge responsibilities on your shoulders. You have very less time but many assignments to complete. Please start your duties from day one. Don't let us down. We have chosen you to prove a point and not to add one number to 60 seat assembly. You will be chosen again and again if you are a true social worker. You will be rejected if you undermine the strength of people in a democratic set up like India. BJP has not left communal agenda yet

Dear Editor,

This is in response to Poonam I Kaushish's article titled "Modi'fied' India vote for governance"(May 20). According to the author, the "historic" mandate of the BJP has swept away caste, creed and identity politicking! If indeed slogans of "development" and "governance" were the only mantra behind the success, why did the BJP leaders had to constantly engage themselves in rabid Hindutva during the campaign? Apart from repeating the assurance of building Ram Mandir at Ayodhya, the communal elements among the party had not hesitated a bit to assert that Muslims are "terrorists" and "infiltrators" and they "prey on the honour of Hindu women"! What a vitriolic campaign in a secular democratic republic! Why did certain leaders stress on being the "Hriday samrat" of a particular section of population? Why did the BJP constantly focus on the caste status of Narendra Modi? The whole campaign machinery went all-out to exploit religion and caste, that too by casting aspersions on the nationalism of our very own Muslim brothers and sisters; yet the author demands that caste, creed and identity politics have been swept away!

Lastly, let's view the "massiveness" of the "historic mandate" awarded by the "whole nation"!  Simple arithmetical calculations and hard facts will reveal that 69 percent of the votes cast were not for the BJP!

High hope from Modi

Narendra Modi will be sworn in as next prime minister of India on 26th of this month. As Modi gets ready to form new government, hectic lobbying for cabinet berth has intensified among BJP leaders and its coalition partners. There is growing sense of belief that NE states will have healthy representation in Modi-led government. It is too early but names of Tura MP PA Sangma, former Nagaland CM Nephiou Rio, Lakhimpur MP Sarbananda Sonowal along with Arunachal West member of parliament Kiren Rijiju is doing round as probable candidates for cabinet berth.

It is for Narendra Modi to take final call in this regard. But the people of NE states in particularly Arunachalees are hoping that we have a representative in new cabinet. Having a union minister from Arunachal will immensely benefit people of this state which shares international boundary with China, Bhutan and Myanmar. Arunachal need nurturing by union government so that developmental activities is properly implemented.
